New inductees to Canadian Amateur Radio Hall of Fame

The Board of Trustees of the  Canadian Amateur Radio Hall of Fame  is pleased to announce that Maurice-André Vigneault, VE3VIG and Doug Leach, VE3XK (SK),  have been named to the Hall of Fame.

Radio Amateurs of Canada recognizes deserving Amateurs by appointments to the Canadian Amateur Radio Hall of Fame. The Constitution for the Hall specifies that the appointment as Member of the Hall is made for “outstanding achievement and excellence of the highest degree, for serious and sustained service to Amateur Radio in Canada, or to Amateur Radio at large”.

The Trustees of the Hall have interpreted the Constitution to mean that the person has performed significant service over many years to enhance the well-being of Amateur Radio.

Maurice-André Vigneault, VE3VIG

Radio Amateurs of Canada and the Board of Trustees of CARHOF sincerely congratulate   Maurice-André Vigneault, VE3VIG,  on his appointment to the Hall of Fame.

Maurice-André Vigneault, VE3VIG ,  obtained his Amateur Radio certification in 1990 following a 38-year career in the Canadian Armed Forces where he specialized in radio, radar and in teaching electronics. Subsequently, he went on to serve the Amateur Radio community internationally as Canadian delegate to AMSAT and to the ARISS Working Group and as a member of the ARISS School Selection Committee for Canada and Latin America.

Nationally, he fostered the art and science of Amateur Radio through authorship of over 200 published articles and he managed the Amateur Radio Station VE3JW at the Canada Museum of Science and Technology for 18 years from 1996 to 2014.

Locally, he was recognized by his peers with club life membership and Amateur of the Year awards for his untiring devotion: inspiring school children to consider STEM careers by facilitating contacts with astronauts; educating the general public on the many aspects and social benefits of Amateur Radio at VE3JW during Field Days, Lighthouse Lightship Weekends and during multiple activations; mentoring new Amateurs, teaching a course on satellite Amateur Radio and facilitating for physically-handicapped Amateurs the enjoyment of the hobby; and deploying as a volunteer radio operator during the North American ice storm of 1998.

A summary of Maurice-André’s contributions to Amateur Radio will be published in an  upcoming issue of   The Canadian Amateur  magazine.

Doug Leach, VE3XK (SK)

Radio Amateurs of Canada and the Board of Trustees of CARHOF are pleased to appoint   Doug Leach, VE3XK,  to the Hall of Fame. Sadly, Doug became a Silent Key on January 15, 2020.

The contributions that Doug Leach, VE3XK (SK), has made to Amateur Radio in Canada have been many and long lasting.

As one of the driving forces behind the creation of Radio Amateurs of/du Canada, he served as the RAC First Vice-President in 1997-98 and was the RAC Director for the Ontario North Region from 2001 to 2004. He also served as Acting President for three months.

Doug successfully initiated numerous programs that have served to define the organization, including: the RAC Affiliated Club Program; the RAC Foundation; the RAC Audio-Visual Program; the RAC Liability Insurance Program; and the RAC alias email forwarding programs.

In addition to serving on the RAC Board and Executive, Doug was the  author and editor of several RAC publications and reports including: the RAC Operating Manual; the RAC Emergency Coordinator’s Manual; the RAC Official Observer’s Guide; the RAC Administration Manual; and the RAC Manual for Directors.

Doug was a member of Radio Amateurs of Canada, the American Radio Relay League, the Quarter Century Wireless Association,  the Straight Key Century Club, the PODXS 070 Club, the Ottawa Amateur Radio Club and the West Carleton Amateur Radio Club.

A summary of Doug’s contributions to Amateur Radio will be published in an  upcoming issue of   The Canadian Amateur  magazine.

ARRL Seeks Waiver of Proposed FCC Amateur Application Fees

ARRL has urged the FCC to waive its proposed $50 amateur radio application fee. The Commission proposal was made last month in a Notice of Proposed Rulemaking (NPRM) in MD 20-270. The proposal already has drawn more than 3,200 individual comments overwhelmingly opposed to the plan. The fees, directed by Congress and imposed on all FCC-regulated services, are to recover the FCC’s costs of handling and processing applications.

“Amateur radio applications were not listed when the Congress adopted its 1985 fee schedule for applications, and therefore amateur license applications were excluded from the collection of fees,” ARRL said on November 16 in its formal comments on the proposal. “Similarly, a decade later when regulatory fees were authorized, the Amateur Service was excluded, except for the costs associated with issuing vanity call signs.” The new statutory provisions are similar. Amateur radio license applications are not addressed in the application fees section and explicitly excluded from regulatory fees,” ARRL said, and there is “no evidence of any intent by Congress to change the exempt status of amateur applications and instead subject them to new fees.”

ARRL argued that the FCC has explicit authority to waive the fees if it would be in the public interest, and should do so for the Amateur Radio Service. Unlike other FCC services, the Amateur Radio Service is all volunteer and largely self-governing, with examination preparation, administration, and grading handled by volunteers, who submit licensing paperwork to the FCC, ARRL pointed out.

“Increasingly, the required information is uploaded to the Commission’s database, further freeing personnel from licensing paperwork as well as [from] day-to-day examination processes,” ARRL said. “The addition of an application fee will greatly increase the complexity and requirements for volunteer examiners.”

The Communications Act, ARRL noted, also permits the FCC to accept the volunteer services of individual radio amateurs and organizations in monitoring for rules violations. In 2019, ARRL and the FCC signed a memorandum of understanding to renew and enhance the ARRL’s Volunteer Monitor program, relieving the Commission of significant time-consuming aspects of enforcement.

These volunteer services lessen the regulatory burden — including the application burden — on the Commission’s resources and budget in ways that licensees in other services do not, ARRL said.

Amateur radio’s role in providing emergency and disaster communication, education, and other volunteer services also justifies exempting radio amateurs from FCC application fees. For example, ARRL noted, last year more than 31,000 participated as members of the ARRL Amateur Radio Emergency Service (ARES), and local ARES teams reported taking part in more than 37,000 events, donating nearly 573,000 volunteer hours, providing a total value of more than $14.5 million.

Amateur radio also has motivated many students to develop critical science, technology, engineering, and mathematics (STEM) skills. ARRL noted that the Amateur Radio Service contributes to the advancement of the radio art, advances skills in communication and technology, and expands the existing reservoir of trained operators, technicians, and electronics experts — all expressed bases and purposes of the Amateur Radio Service.

“Accomplishing these purposes entails working with young people, many of whom may have difficulty paying the proposed application fees of $50, $100, or $150,” ARRL said. “The $150 fee would be the cost of passing the examinations for the three amateur license levels in three examination sessions,” ARRL said. “Such multiple application fees to upgrade would dampen the incentive to study and demonstrate the greater proficiency needed to pass the examinations for the higher amateur classes.”

ARRL concluded that the FCC should exercise its authority to exempt amateur radio from application fees generally. If the FCC cannot see its way clear to waive fees for all amateur radio license applications, the fees should be waived for applicants age 26 years and younger. Such individuals, ARRL contended, have the most to contribute to the future of radio technology and other STEM-related activities and are the most likely to find the proposed application fees burdensome.

SpaceX Dragon Capsule Resilience Ferries Four Radio Amateurs to the ISS

SpaceX Dragon capsule Resilience, carrying four radio amateurs, autonomously docked on November 17 at 0401 UTC with the International Space Station (ISS). A SpaceX Falcon 9 launcher carrying the precious payload went into space on Sunday, November 15, from NASA’s Kennedy Space Center. They comprise the ISS Expedition 64/65 crew.

“Well, the ISS is loaded with hams now,” Amateur Radio on the International Space Station (ARISS) US Delegate for ARRL Rosalie White, K1STO, said on Tuesday. “These four arrived very early this morning Eastern Time: NASA astronauts Victor Glover, KI5BKC; Mike Hopkins, KF5LJG, and Shannon Walker, KD5DXB, as well as Japan Aerospace Exploration Agency (JAXA) astronaut Soichi Noguchi, KD5TVP.” This marks Glover’s first time in space. The others all are ISS veterans.

Earlier this year, NASA ISS Ham Project Coordinator Kenneth Ransom, N5VHO, held amateur radio licensing study sessions for Glover, who passed the Technician exam on August 20.

The four will remain on station until next spring. They joined Expedition 64 Commander Sergey Ryzhikov and Flight Engineer Sergey Kud-Sverchkov of the Russian space agency Roscosmos, on the ISS.

White said all but Noguchi likely will take part in ARISS contacts with schools. White said the first school contact is tentatively scheduled for December 4 with Tecumseh High School in Oklahoma, home of the Tecumseh High School Amateur Radio Club, K5THS. She said the students have earned their ham licenses, and the club has built an antenna and is learning about satellites and circuits.

The Sunday launch from Kennedy Space Center marked only the second crewed-flight for the SpaceX Crew Dragon, which became the first commercial vehicle to put humans into orbit when astronauts Doug Hurley and Bob Behnken, KE5GGX, launched in May, and NASA gave SpaceX the go for future such launches.

“The return of human spaceflight to the United States with one of the safest, most advanced systems ever built is a turning point for America’s future space exploration,” SpaceX claimed, “and it lays the groundwork for missions to the moon, Mars, and beyond.”

Arizona Congresswoman Introduces National Amateur Radio Operators Day Resolution

US Representative Debbie Lesko of Arizona has introduced a resolution designating April 18, 2021, as National Amateur Radio Operators Day, to recognize the important contributions of amateur radio operators.

“Amateur radio operators are critical in times of crisis and our communities are safer thanks to their dedication to sharing important information with the public,” Lesko said. She was approached to introduce the resolution by 12-year-old Raymond, N7KCB, from Peoria, Arizona.

“I started Long Distance Responders so I can help prepare the community for emergencies with amateur radio,” said Raymond. “There might be a price for a radio, but the ability and knowledge to help someone is truly priceless.”

As Lesko’s resolution notes, World Amateur Radio Day (WARD) is celebrated annually on April 18 to commemorate the founding of the International Amateur Radio Union (IARU) in 1925, and she said her resolution recognizes the amateur radio community with a national day in the United States in 2021. The resolution cites the Amateur Radio Emergency Service (ARES®) for providing “invaluable emergency communications services following recent natural disasters, including but not limited to helping coordinate disaster relief efforts following Hurricanes Katrina, Wilma, and Maria and other extreme weather disasters.”

Facing collapse, the famed Arecibo Observatory will be demolished

The failure of two main cables sealed the observatory’s fate

The world-famous Arecibo Observatory in Puerto Rico, known for helping scientists peer into deep space and listen for distant radio waves, is set to be decommissioned and demolished after engineers concluded that the facility’s structure is at risk of a collapse. While teams will try to salvage some parts of the observatory, the decommission will bring an end to the popular 57-year-old telescope, which has been featured in numerous films and television shows.

The decision comes after two major cables failed at the facility within the last few months, causing significant damage to the observatory. The National Science Foundation (NSF), which oversees Arecibo, assessed the impact of the cable breaks and found that the facility’s other cables could also fail soon. If some of the remaining cables break, engineers fear that the 900-ton suspended platform above the facility could come crashing down on Arecibo’s iconic 1,000-foot-wide dish. It’s also possible that three surrounding towers, which stand at more than 300 feet tall, could topple over in any direction, potentially hitting the visitor’s center or other important nearby buildings….READ FULL ARTICLE

Clear Frequencies Requested for Caribbean Hurricane Emergency Traffic

Stations handling emergency traffic during the response to Category 5 Hurricane Iota, just off the eastern coast of Nicaragua, are requesting clear frequencies.

Radio amateurs not involved in the emergency response are asked to avoid (± 5KHz) the Hurricane Watch Net (HWN) and WX4NHC (National Hurricane Center) frequencies of 14.325 and 7.268 MHz, as well as a Honduran emergency net operation on 7.180 MHz (net control station is HR1JFA), and a Nicaraguan emergency net operating on 7.098 MHz.

With maximum sustained winds of 160 MPH, Hurricane Iota is expected to bring catastrophic winds, life-threatening storm surge, and torrential rainfall to Central America. — Thanks to US Virgin Islands Section Manager Fred Kleber, K9VV (operating as WX4NHC)

Date and period
The weekend before the last full weekend of November (the weekend before CQWW CW contest weekend) from 12:00 UTC on Saturday till 11:59 UTC on Sunday (21-22 November 2020).

Bands and modes
80, 40, 20, 15 and 10 meters HAM radio bands on both CW and SSB modes.
It is necessary to observe IARU band plan.

Station Entry Categories

General Station Rules
Entrants in “High Power” categories transmit with more than 100W RF, but no more than the power allowed by their license or 1500W RF, whichever is lower.
Maximum output power for entrants in “Low Power” categories must not exceed 100W RF.
All transmitters and receivers of a station must be within a single 500-meter diameter circle. Antennas must be physically connected by RF transmission lines to the transmitters and receivers.
The use of DX-Cluster, Skimmer or Skimmer-like technology (such as Reverse Beacon Network, RBN) is allowed. Spotting information obtained from any source outside the station boundary via a closed or dedicated communication link (such as Web-SDR, Remote Control) may NOT be used. Self-spotting and/or requesting stations to announce one’s own call through a spotting technology is NOT allowed.
Bulgarian stations are listed and ranked separately from foreign entrants.

Single Operator
Only one person performs all operating, logging and spotting functions as well as equipment and antenna adjustments without any external assistance.

Contacts and Exchange

Contact rules
УAll participants are encouraged to contact as many other participants as possible. Same station may be worked once on CW and once on SSB on each band.
Mode and/or band changes are not limited for entrants in single operator categories.
Entrants in multi operator categories must observe 10 min rule for band and/or mode change for running station. Transmission on another band is allowed to a multiplier station only if the station worked is new multiplier. Multiplier station is subject to its own 10 minute rule for band changes only.

Despite the category, only one signal can be transmitted at any given time!

Exchange
For non-LZ entrants: RS(T) + ITU zone
For LZ entrants: RS(T) + 2 letters district abbreviation which is derived from the district the entrant operates from.

Score calculation

QSO Points:
10 points for each QSO with LZ station
3 points for each QSO with other continent
1 point for each QSO with the same continent (own country included)
1 point for each QSO between LZ and LZ station

SWL Points:
3 points for two call signs and two numbers
1 point for two call signs and one number

Multiplier for non-LZ stations:
The sum of worked ITU zones + worked LZ districts on each band, regardless of the mode

Multiplier for LZ stations:
The sum of worked ITU zones + worked DXCC countries on each band, regardless of the mode

Final score:
The sum of QSO points multiplied by final multiplier

LOG Submission

General Rules
By submitting their logs to the contest committee, entrants agree that they fully understand contest rules and agree to be bound by them. All logs submitted become property of the BFRA and are not returnable. BFRA has the rights to disclose received logs and/or the corresponding log checking reports to the public and/or third parties. BFRA shall ensure that any log data besides station callsign, entrant name and QSO data is filtered on log disclosure. Submission of logs in electronic CABRILLO format is recommended for all entrants. Entrants claiming top scores in respective categories are strictly required to submit their logs in electronic CABRILLO format with exact frequencies (1KHz precision as defined in CABRILLO format) for every contact in the log.

Paper Logs
Separate logs for each band + summary sheet are required. Entrants submitting paper logs will not be eligible for awards.

Ranking
Ranking of entrants is performed by the LZDX Contest Committee, appointed by BFRA.
Points may be deducted, or entrants disqualified, for violation of the rules or the spirit of the contest. The decisions of the Contest Committee are official and final in all matters of dispute.

Awards

Awards for bulgarian participants
Winners in the SINGLE-OP ALL MIXED HIGH, SINGLE-OP ALL MIXED LOW and MULTI-OP SINGLE-TX ALL MIXED HIGH categories will be awarded with plaques.

Awards for foreign participants
Category winners in each category will be awarded with plaques.

Top three scores in each category will be awarded paper diploma.
BFRA reserves the right to issue additionl awards!

CQ WPX Contests Add New “Multi-Transmitter Distributed” Category, Remove Single-Op Unassisted Categories

Sayville, NY – November 16, 2020) – A new “Multi-Transmitter Distributed” category is being added to the CQ World Wide WPX Contests to better accommodate operators who wish to compete as a team without all being in the same physical location. 

According to CQ WPX Contest Directors Bud Trench, AA3B (SSB and CW), and Ed Muns, W0YK (RTTY), the new category will permit up to six separate stations in different locations (but all within the same DX entity and CQ zone) to operate as a single contest entry. This was inspired by innovations being made in response to the Coronavirus pandemic, but Trench and Muns say the new category will be permanent.

In addition, QSO alerting assistance will now be permitted in all single-operator categories except for the “Classic” categories. This means that there will no longer be separate listings or recognition for “Assisted” vs. “Unassisted” categories, and all Classic overlay entries must be unassisted. Finally, Classic overlay stations will now have a maximum operating time in each contest of 24 hours rather than the previous 36.

The rule changes take effect with the 2021 running of the WPX contests – RTTY on February 13-14, SSB on March 27-28 and CW on May 29-30. NOTE: These changes apply ONLY to the WPX contests and NOT to the CQ World Wide (CQWW) DX contests.

Complete details will be posted in the near future with the full rules on both the CQ website <www.cq-amateur-radio.com> and the WPX contest sites at <www.cqwpx.com> and <www.cqwpxrtty.com>.

This is a Hybrid SDR Configuration
Like the FTDX101 series, the new FTDX10 utilizes the Yaesu Hybrid SDR configuration – Narrow Band SDR and Direct Sampling SDR. The Narrow band SDR receiver emphasizes excellent receiver performance, while the Direct Sampling SDR provides a Digital Processing Real-Time Spectrum Scope.

– Narrow Band SDR with 3 types of Roofing Filters and Phenomenal Multi-signal receiving Characteristics
Like the FTDX101 series, the Down Conversion type receiver configuration with the first IF at 9MHz has been adopted. It makes it possible to incorporate excellent narrow bandwidth crystal roofing filters that have the desired sharp “cliff edge” shape factor. Thanks to the Narrow Band SDR with the latest circuit configuration including 500Hz, 3kHz and 12kHz roofing filters and low-noise oscillator, the RMDR (Reciprocal Mixing Dynamic Range) reaches 116dB or more, the close-in BDR (Blocking Dynamic Range) reaches 141dB or more, and 3rd IMDR (third-order Intermodulation Dynamic Range) reaches 109dB or more, in the 14MHz band at 2kHz separation.

– 250MHz HRDDS (High Resolution Direct Digital Synthesizer) affords Quiet and Clear Reception
The local circuit of the new FTDX10 uses 250MHz HRDDS method same as the FTDX101 series. Thanks to its characteristics that improve the C/N (carrier to noise) ratio and the careful selection of components in the design, the phase noise characteristic of the local signal achieves an excellent value of -145dB or less in 14MHz at 2kHz separation.
– 3DSS (3-Dimensional Spectrum Stream) on the 5-inch Full-Color TFT Display with Touch-Panel Functionality
The 5-inch Full-Color panel shows the 3DSS display. By touching the frequency display, the numeric keypad is displayed, and the active band and frequency adjustment can be set by direct input. Frequency setting and adjustment can also be performed by turning the MAIN dial or touching the scope display. Similar to the FTDX101 series, the MULTI display, RX operation status display, Center, FIX and Cursor modes are available.
– Front Panel Designed for Superior Operating Efficiency
MPVD (Multi-Purpose VFO Outer Dial), is a large multi-purpose ring around the outside of the VFO dial that enables control of Clarifier, C/S (custom selection function) and recall of memory channels.
– Remote Operation with optional LAN unit (SCU-LAN10)
Remote operation of the transceiver is possible with the optional SCU-LAN10 and SCU-LAN10 Network Remote Control Software. In addition to controlling the transceiver basic operations, the versatile scope displays enable sophisticated operation such as monitoring the band conditions on a large display at a location away from the ham shack by connection to a home LAN network.

– Band Stack Function
– Optional speaker – SP-30 designed for the new FTDX10

OH2BC installs large InnovAntennas 50MHz array

Every now and then, a really special antenna system gets installed and usually it is a result of desire, commitment and dedication of the station owner. Kari, OH2BC is one of these guys.

Several years ago, Kari installed 8 x 18el X-pols (9v/9h) for 144.146MHz . Impressed by their stability and being able to use them in all weathers, he asked us to produce similar, this time for 50MHz.

Below top is his new Array. We supplied the antennas, cabling and power dividers, the H-frame and guying all prepared and installed by Kari and his team.

The system looks impressive but once you factor that those booms are 10m long and on a cross boom of over 21m wide, you begin to realise the work that had gone into this system.

Congratulations Kari, another Big Gun joins the 6m band party!

Hurricane Watch Net to Activate for Hurricane Iota

The Hurricane Watch Net (HWN) will activate on Monday, November 16, at 1300 UTC, for Hurricane Iota, now a strong Category 1 storm. The HWN will begin operation on 14.325 MHz, remaining there for as long as propagation holds, then moving to 7.268 MHz.

Iota is expected to be a major hurricane by the time it makes landfall on the eastern coast of Central America, where it’s expected to bring potentially catastrophic winds, life-threatening storm surge, and extreme rainfall.

As of 1300 UTC, Hurricane Iota was some 170 miles east of Isla de Providencia, Columbia, and 315 miles east-southeast of the Nicaragua-Honduras border, with maximum sustained winds of 90 MPH, moving to the west at 9 MPH.

The National Hurricane Center (NHC) expects Iota to rapidly strengthen and possibly reach Category 4 with sustained winds of 140 MPH. The net invites observed ground-truth weather data from stations in the affected area, which are relayed to NHC forecasters.

The net remains available to provide back-up communication for official agencies such as emergency operations centers, Red Cross officials, and storm shelters in the affected area. The net also collects and forwards significant damage assessment data to FEMA officials at the NHC.
