RSGB President writes to Ofcom about 144MHz

In our next step in an ongoing effort to protect the 144MHz band, the RSGB President has written to Ofcom regarding the recent World Radio Conference WRC-23 aeronautical proposal.

Our input summarises the basis for our deep concerns, but also includes an appendix highlighting the multi-faceted nature of amateur radio activity and innovation in this strategically important global Primary allocation.

This comes in the run up to a key CEPT meeting in August, where its 48 member states—including the UK—will confirm their common positions for the World Radio Conference this autumn.

The letter also includes requests regarding other WRC agenda items including 50MHz, 23cm/Galileo and wireless power.

The RSGB anticipates being able to publish more details and supporting material in due course.

The K7RA Solar Update

Tad Cook, K7RA, in Seattle, reports: Solar activity remains very low. Over the past 2 weeks, only 4 days had visible sunspots, so the average daily sunspot number went from 6.7 in last week’s report to 1.6 this week.

Average daily solar flux remained the same, moving only from 67.4 to 67.5. Geomagnetic activity was also flat, with average daily planetary A index changing from 5 to 4.9, and average daily mid-latitude A index from 5.7 to 5.1.

Predicted solar flux over the next 45 days is also flat, with solar flux at 68 on July 5 – 12; 67 on July 13 – 19; 68 on July 20 – August 3; 69 on August 4 – 5; 68 on August 6 – 7; 67 on August 8 – 15, and 68 on August 16 – 18.

Predicted planetary A index is 18 and 10 on July 5 – 6; 5 on July 7 – 8; 10, 15, 12, and 8 on July 9 – 12; 5 on July 13 – August 1; 8 on August 2; 5 on August 3 – 5; 8 on August 6 – 7, and 5 on August 8 – 18.

F.K. Janda, OK1HH, sent this geomagnetic activity forecast for the rest of July. Geomagnetic field will be: 

  • Quiet on July 12 – 16, 25 – 26
  • Quiet to unsettled on July 8 – 9, 17, 20 – 21, (27)
  • Quiet to active on July 10 – 11, (19, 21, 24)
  • Unsettled to active on July 6 – 7, (18, 22-23, 28 – 31)
  • Active to disturbed on July 5
  • Solar wind will intensify on July 5 – 7, (8 – 9,) 10 – 11, (17 – 19, 22 – 24)

(Parentheses mean lower probability of activity enhancement.) 

Next geomagnetic activity forecast will be issued on July 18.

Spaceweather.com reported this week that a sunspot from new (i.e., next) solar Cycle 25 appeared briefly on July 1. This is based on the fact that the polarity of the sunspot, which was visible so briefly that it was not assigned a number, was opposite that of spots from current Cycle 24. 

So far Cycle 25 sunspots have appeared on December 20, 2016; April 8 and November 17, 2017, and May 28 and July 1, 2018.

Sunspot numbers for June 27 through July 3, 2019 were 11, 0, 0, 0, 0, 0, and 0, with a mean of 1.6. The 10.7-centimeter flux was 67, 68.1, 67.6, 67.4, 68.2, 67.3, and 66.9, with a mean of 67.5. Estimated planetary A indices were 4, 4, 3, 4, 9, 5, and 5, with a mean of 4.9. Middle latitude A index was 4, 5, 3, 3, 10, 5, and 6, with a mean of 5.1.

Back in April, some new solar cycle predictions were published. Note there is no expectation for another Maunder Minimum.

On July 1, K1HTV made what may be the first documented transatlantic 50 MHz two-way contacts using the new FT4 mode. The first FT4 contact at 1854 UTC was completed with F5SSD and 5 minutes later, with IZ8WGU.

Wayne, W2ZDP, in Clinton, North Carolina, reports:

“On July 1, starting about 1400Z, when I first noticed it at my location in FM04, 6 meter FT8 was like 20 meter FT8, with Europe coming in all day long, lasting until about 2000.

“I’m sure that I’m not the only one to comment on this, but I only have a modest 6 meter station — 100 W to a 4-element beam at 30 feet. I have never witnessed such a prolific opening to Europe since I moved from FN02 to FM04.

“When was all said and done, I managed to work 14 countries and 22 grids. This would have been a normal day on 17 meters, but on 6…spectacular!”

Scientist Cathryn Mitchell, M0IBG, Honored for Ionospheric Imaging Research

Cathryn Mitchell, M0IBG, the academic director of the University of Bath Doctoral College in the UK, has received the 2019 Edward Appleton Medal and Prize for her pioneering research in tomography and data assimilation that revealed a completely new perspective on the ionosphere in response to extreme space weather.

“Mitchell innovated a completely new Earth observation technique by adapting medical tomography to image the Earth’s ionosphere, thus revealing the dynamics of the near-Earth space environment,” an announcement on the Institute of Physics (IOP) website explained. “Her use of Global Positioning System satellite signals as a source for space weather tomography, through a new time-dependent mathematical inversion algorithm, has given us the first global-scale view of the ionosphere in response to space weather storms.”

The award’s namesake, Edward Appleton, won the 1947 Nobel Prize in Physics for his 1924 work that proved the existence of the ionosphere. Radio amateurs participated in listening tests during the early 1920s that provided data regarding how radio signals propagate.

According to the award announcement, Mitchell’s research “fundamentally changed” the understanding of the ionosphere. Her deep-field experimental work to collect tomographic radio signals has taken her to both poles and altered the understanding of the relationship between plasma density irregularities and optical aurora, leading to the discovery of disruptive radio propagation effects on satellite signals used for navigation and timing. The research could help to improve the accuracy and reliability of satellite navigation systems.

Mitchell holds a Natural Environment Research Council (NERC) Knowledge Exchange Fellowship and recently acted in advisory roles for UK and US governmental bodies and for the European Space Agency. She is the author of more than 100 journal papers, and her tomography algorithms are licensed to other research organizations in the UK and around the world.

“She continues to pioneer new observation techniques, this year producing the first ever single-frequency Geostationary GPS ionospheric measurements,” the IOP announcement said. “Mitchell’s innovations in tomographic imaging have crossed traditional discipline boundaries and are now applied in other fields including medical imaging, nuclear imaging, and cosmic-ray muon tomography.”

Radio Amateurs of Canada has received several requests for more information in response to reports on some websites and discussions on email lists of a proposal to reallocate 144 MHz -146MHz from the Amateur Radio Service to the Aeronautical Mobile Service.

There is concern – understandably – in the amateur community over a French proposal to re-allocate 144 – 146 MHz to the aeronautical navigation service to accommodate the growing number of aircraft employing new navigation tracking and communication aids.

Here is a brief summary of what and where this proposal is …

The French administration have proposed a new primary allocation to the aeronautical mobile service in 144 to 146 MHz which is the entirety of the amateur two-metre band in ITU Region 1 (Europe, the Mid-East and Africa). Their proposal was most recently considered at a meeting in Prague of a subcommittee of the  Conseil Europeen des Postes et Radiocommunication (CEPT). The CEPT comprises 48 European states.

What is under consideration specifically is that an agenda item to this effect be included for the World Radiocommunication Conference tentatively planned for 2023. The WRC-23 agenda will be decided at the conclusion of the next WRC which begins October 28 th  in Sharm El-Sheikh, Egypt.

The  International Amateur Radio Union (IARU) was present as an observer at the Prague meeting and energetically opposed the French proposal. In the event, only Germany among the delegates opposed the French proposal. The issue will now be taken up at a higher level CEPT meeting in August. Belgium has apparently joined Germany in opposition. Should the number of administrations opposing the French proposal reach eight the proposal will fail to move forward. The IARU and European amateurs are now actively seeking the support of other administrations to oppose the French proposal.

Formally, the proposal is not on the agenda of any other regional groups preparing for WRC-19. RAC has made known to our regulator that we support the IARU’s opposition to the French proposal and its actions to defend amateur radio’s worldwide primary allocation and that we would oppose any similar proposal for re-allocation in Region 2 (the Americas). The  Comisión Interamericana de Telecomunicaciones  (CITEL) of the Organization of American States will meet in Ottawa in mid-August. The IARU will again be an observer and RAC will be represented in the Canadian delegation.

This issue is a clear illustration of the importance of amateurs and their national associations being vigilant and taking part in the regional and international regulatory conferences which can determine the fate of our most-cherished amateur bands.
